System Objectives

The main objective of the network is to achieve a real time monitoring on the radio spectrum environment. The system will provide the operators with accurate locating and the detailed parameters of the interested radio emitters. The system helps to establish effective measures to protect the legal radio, broadcast, TV, remote control stations, and to found/clear out the illegal ones. With its powerful spectrum monitoring and DF capability, the network is proved to provide useful application as follows:

  • National/provincial/city radio spectrum monitoring/management, frequency allocation/control.
  • Locating the illegal radio transmission.
  • Intelligence application on interested place/facilities, such as monitoring the bugging devices and interested radio activity.
  • Electromagnetic environment survey before establishing radio communication stations and electronic systems, such as radars, microwave relay, etc.
  • Environment monitoring around radio/TV station, civilian/military system, so as to ensure long-time good operation.

Military & Intelligence & Civilian Worthiness

Military Worthiness:

It is important to maintain the normal operation of various electronic system/equipment, such as radar, communication relay, and the electronics on combat platforms, such as air-fighters, whose performance depend largely on electromagnetic compliance and is severely degraded by radio interference of the environment. Therefore, the proposed system/subsystem will be very useful for the following purposes:

  • Arrange/allocate/manage the frequency band for various military systems, during both peacetime and wartime. These systems will interfere with each other, for example, land-based & airborne radar receiver may be jammed by own CW signals of communication and performance to be greatly degraded. Therefore, it is very important to manage the multi-purpose radio spectrum by frequency arranging/allocating/management, so as to maintain normal operation of these expensive systems in use.
  • Site selecting of military systems, such as radars, EW, wireless communication (relay, repeaters, and etc.). Their deployed location (fixed or mobile deployed) is vital, and their performance will depend on the electromagnetic compliance of outside environment and user may suffer from huge loss of input for improper location. Therefore, we advise that users of these systems employ the proposed systems for selecting the right location of lest interference for deploying the military equipment.
  • Find and locate the interference source to military systems. After the site of deployment is selected, it is also important to locate and prevent future interference to them from nearby military or civilian equipment, and keep safe/good operation.

Intelligence Worthiness:

The proposed system is useful for gathering intelligence interested by the user, and is used to monitor and locate interested radio transmission (such as in some interested facility, border area), including:

  • Communication: the system can find, monitor and listen the interested radio transmission, such as U/VHF/MW radio communication within border areas, foreign embassy, and etc.
  • Bugging devices: the hand-hold DF equipment is available for detecting bugging devices in user’s important facilities.

System description

System Composition

Radio monitoring and management network is classified as level-A, B and C in general. Level-A network is suitable for national, provincial and metropolis administration, level-B for medium-size regions/cities and level-C for small cities/counties. Basically, their compositions and structure are similar, while the quantity and type of equipment employed are different, depending on the monitoring requirement.

Generally, a radio monitoring network comprises a control center, fixed configuration monitor station, and unmanned remote monitor station, mobile monitor station and portable monitor station. The quantity of monitor networks for different levels depends on the practical situation. Monitor stations can work independently or be networked with the control center to achieve networked monitoring, direction-finding (DF) and triangulation against illegal radio. The block diagram of the network is shown in Fig 1. The composition of the network can be customized.

Networking Mode

a.Connection between the control center and the central fixed configuration monitor station.
Normally, the central fixed configuration monitor station and the control center are placed in the same room and connected by LAN.

b.Connection between the control center and remote monitor stations
The remote monitor station is far from the control center and they are usually connected by wired public network (ISDN, DDN, FR), and can also be connected by wireless digital microwave point-to-point communication to meet the requirement of specific situation.

c.Connection between the control center and the mobile/portable monitor stations.
For mobile/portable station to work in places where public mobile phone network is available, the stations can be connected by mobile phone network of CDMA1x, GPRS or GSM, to send data to each other and to control center. It is a cost-effective way. For the places where mobile phone network is not available, V/UHF radio will be used for data transmission. Both ways are available and depend on user’s requirement.

The proposed system is a standard solution for national scale and coverage, and the composition and frequency range can be customized and designed as per the user’s requirement.

Vehicle-body-Calibration Technology

CS-806BH adopts the “Vehicle-Body-Calibration Technology” to completely eliminate vehicle-body influence.

Because the vehicle-body is a conductor, the DF antenna array will be influenced by vehicle-body after the system is installed on the car. The DF specification will be worsened therefore. This is a common serious problem in any mobile monitor DF system.

developed a unique technology called as “entire vehicle calibration technology” based on the mechanism on both theory and vehicle-body influence. The influenced data of the vehicle will be written into standard data group, the negative influence of the vehicle-body will be automatically removed (reduce to the minimum limitation) during the associated procedure so as to successfully resolve the technical problem of vehicle-body influence after DF equipment installation. This technique guarantees high accuracy DF after the installation of the equipment.

After vehicle-body calibration, DF accuracy on main frequency-band can reach ≤ 2°RMS, and DF sensitivity can reach ≤10μV/m.

CS-805F portable monitoring station is a high-performance radio monitoring and DF system designed and developed based on the concept of individual portability, which features high performance, fast setup, light weight and easy for transportation. It can be operated independently or networking, and suitable for using on the roof of city buildings or field conditions.

Control Center

Generally, the control center is classified as several levels, different levels of the center have different configurations, and here, we just introduce the general configuration.

Hardware

The control center is composed of a server (application server, database server), control center station (remote monitor station, triangulation station, remote control station, mobile station etc.), network communication system (exchanger, Router and modules supporting various communications), auxiliaries (printer, recording equipment, projector), UPS system, control central cabinet and workbench etc.

Application software

The software installed in the control center is a network version of specific radio monitoring software, CS-RM&DF4.0 for Networks. The software is composed of following modules:

The professional radio monitoring software CS-RM&DF 4.0 provides off-line version and network version. The off-line version is mainly used by single station equipment (CS-806, CS –805, CS-803 etc), and the network version is mainly used by the control centers in different level. The software is professional radio management software, which features various functions, graphic MMI and easy to operate. ILS is a management approach combining organizational elements and activities related to the system operation and support throughout the operational life cycle of the system.

ILS covers all stage of system life cycle, from system proposal preparation through development, production, provisioning and maintenance during operational use, to disposal from service.

ILS is designed to ensure high system availability through its life cycle, at optimal cost.

The objective of ILS is to ensure the availability of the system by providing support at the right locations and at the right time throughout the lifetime of the system.

The contents of the ILS shall include the following items:

  • Initial tools & instruments
  • Maintenance and test equipment
  • Technical documentation
  • Technical training
  • Quality Warranty

To enable the supportability of “in-country maintenance” after warranty period, a program will be provided by the OEM. Terms and conditions for this program will be discussed and agreed upon.

Implementation Plan

It is advised that the network be established step by step, first for one city or one military area, thereby the user will be more familiar with the proposed system, and the system will prove its own worthiness in cost effective way for the user.

After using the system in one city, if satisfied with its performance, the user may choose to expand the coverage of the network to other big cities, and later to other places.

Chinese side will be active to respond to user’s detailed requirement.
